Red diesel

We need to decide whether to support the IWA's suggestion that boaters still be allowed to use diesel dyed red to avoid the problems with dye in the tanks and the need for retailers to sell two types of fuel, but that the duty on propulsion fuel collected at point of sale would be raised to the level required by the EC - less 25% if you sign a declaration that you also use fuel for domestic purposes. This idea seems fair in principle although one may argue the toss about the discount figure.
